Minutes of the Parish Council meeting held  16th January 2007.

01/737             Receive report from West Yorkshire Police           

The Police were not in attendance, it was decided to send an e-mail to him for issues which were discussed.

 

01/738             Receive briefing from Wakefield MDC District Councillors

Cllr Cummings informed members that Cllr Isherwood was still poorly, but he had passed on his thanks to all the well wishes he had received. The new surface to be laid on Shay Lane was to be delayed till April/May due to other priorities. Further to the

enquiries from the last meeting, Cllr Cummings informed members that the sign for Sandown Avenue ordered last month was being made and was hoped to be installed soon, and following information received from Cllr Schofield about the ponding in the hollow area of Sandown, the road was breaking away, she would ensure that this was reported to Paul Platts in WMDC Highway Maintenance. Further to enquiries about the former Library site she had informed the Clerk, who had duly notified members prior to the meeting, that it was not the responsibility of Wakefield MDC to maintain the car park surface or install drop crossings (see minute 01/745).

There was to be a street surgery on the 21st January in the Cambridge/Kendal estates.

In response to an enquiry made about the Youth centre (minute 12/720) Cllr Cummings had received a response from John Winter informing her that there was not sufficient funds to increase the number of openings, Cllr Chalkley commented again about the amount of energy wasted when the building was not occupied, the suggestion being that better use may help funding. Cllr Cummings suggested that the Parish Council may be able to provide funding for an extra evening, it was agreed to discuss this matter in private. Cllr Towns informed members that the use of the Youth Centre on Wednesday coincided with events at the High School which caused much congestion, she asked Cllr Cummings to raise this matter with the Headmaster to seek his co-operation in extending the closing time. Cllr Towns also mentioned that the stones of the wall behind the bus shelter had been pushed over onto the ground, she had reported this to Mr.Winn (Deputy Head), she asked Cllr Cummings to enforce the request. Cllr Duffy(S) had noticed that the traffic sign on Doncaster Road was not operating correctly and asked Cllr Cummings to resolve the problem. Cllr Cummings informed members that WMDC had insufficient funds to purchase the bins removed by Metro from the bus stops on Doncaster Road.

Cllr Bennett declared his interest with regard Planning and Highway matters

 

01/741             Minutes of the previous meeting

The minutes of the previous meeting held on 19th December 2006, were signed as a correct record by the Chairman.

 

01/742             Discuss matters arising from previous minutes

No reply as yet had been received from Jon Trickett MP, also no reply from Elaine McHale, the Clerk would endeavour to get a response from both. The Clerk was still trying to arrange a meeting for Councillors with Mark Cropley at the Sidings. Cllr Makin was asked if PHS had contacted him to make arrangements for a site visit, he stated that they had not. It was felt that no further action could be taken by members to help the road condition on Middle Lane.

 

01/743             Community Facilities

Report Parish Centre

The exterior work was now complete it was felt that this had been a success.

Cllr Duffy(K) informed members that there was to be police meeting at the Centre on the 21st February 2007, she also informed members about quotes received for new blinds, members agreed to accept one of the quotes and gave permission for the blinds to be ordered and erected. The replacement of the existing sign was discussed, members were shown a brochure by the Clerk for a sign company, Cllr Jacques agreed to make enquiries about a design and costings. The Clerk would check with WMDC Planning Dept; to see if permission was needed.

Report Village Association

Cllr Makin mentioned that some maintenance and decoration would be needed.

Report Allotments

Cllr Hewitt informed members of the next Allotment Committee meeting in February and that some more allotments had been reallocated.

Report Parish Cemetery

Further to each member being given a copy of the rules requests were made to alter the content.

 

01/744             Discuss Traffic issues

Cllr Towns asked members to ensure that any off road bikes being used inappropriately was reported so that the Police would target this problem. 

 

01/745             Parish Leases

Members decided that before a decision was made about the signing of the lease for the Car Park (former Library site) all members be circulated with a copy to enable them to make an informed decision.

 

01/746             Cleansing/Environment

Members raised no specific issues to be discussed.

01/747             Planning Notifications

Members raised no objections.

 

01/748             Financial matters

The Clerk informed members of invoices to be paid and the attached monthly/quarterly accounts were submitted and approved. Members agreed to the precept for 2007/2008.

                                                                                   

01/749             Correspondence received

Members noted the content of the information received.

 

01/750             Parish matters

Members agreed to accept the quote from First Impressions, the Clerk was asked to confirm the order. The YRCC presentation which had been arranged but cancelled due to a problem with the date, was now able to take place, members gave their approval for the Clerk to confirm arrangements for Tuesday 30th January 2007 at 7pm at the Parish Centre. Cllr Bennett asked members to identify any trees not on the Tree Preservation Order (TPO) Map, in an effort to get them recognised, the Clerk was asked to provide each member with a copy of the TPO map to enable this.

Cllr Hewitt informed members that he had moved the bench on Bedford Close to the Community Centre. Cllr Voros commented on the bollard near Jackson’s/Sainsbury’s which was causing problems for the house owner opposite when parking his vehicle, the Clerk was asked to contact WMDC Highways to review the situation.

 

01/751             Date of next meeting

Resolved; that the next meeting to be held on Tuesday, 20th February 2007 at 7pm in                               Crofton Parish Centre, High Street, Crofton.

 

01/752             Members of the public and press were to leave before agenda no.18

It was agreed

 

01/753             Matters to be discussed in private

It was resolved by a vote of; 6 For/4 Against; with Cllr Chalkley not voting, that the Youth Centre should not receive funding from the Parish Council.

Members agreed for Kathryn Brown to be elected as a Councillor by Co-option.
