                                             Minutes of the Parish Council Meeting held on

                           Tuesday 18th January 2005 in The High School at 7.00 pm.

The chairman Councillor P Jacques presided over the meeting.

 

05/01    WEST YORKSHIRE POLICE

P C McMahon updated members on actions taken on their behalf and priorities addressed during December 2004.   P C McMahon informed the Parish Council that a meeting with Youth Officers and District Councillors had been arranged for Thursday 20th January 2005 to discuss future youth provision in Crofton.  Concerns had been raised by residents that SAFE Scheme money was being used to target speeding on Harrison Road/High Street and was this the correct use of the money.  The Parish Council determined that this was good use of money to ensure safety in the area.

 

Mrs Hoskins, Ashdene Approach Stores thanked the Police for all the work they had done in the area with regard to underage sales and drinking in the area.

 

Resolved that PC McMahon and Daley are thanked for his report and for attending the meeting,

 

The priorities for February 2005 were confirmed.

 

05/02      WARD COUNCILLORS REPORT

Councillors Isherwood, Manifield and Cummings presented a short report which included:          

·        As widely reported the long awaited works on Crofton Youth Club will begin on 29th January and it is hoped that the Youth Club will be opened in September.

·        An update of 2005 Christmas Lights and installation and identification of lighting columns to take the Christmas furniture.

·        Update on Field, Doncaster Road, A response has been received from Webfell which is not helpful, they feel the current access is safe, the issue has been passed to Ian Thomson for his advise.  The District  Council will continue to pursue and accept that enforcement may be required.

·        Seat problems Bedford Close, council owned property all residents have to be consulted before seat is removed, this is currently happening.

·        The long awaited lights at Sycamore Court were ordered 30th December 2004 and should be fitted over the next 7/10 days

·        A meeting has been arranged for Thursday 20th January 2005 with P C McMahon and Mohammed Egal of Wakefield Youth Services to discuss future Youth Provision in Crofton.

·        The Highway issues raised by the Clerk at the December meeting were followed up with Rob Fyfe and hopefully a full reply has been sent to the Clerk.

·        Maureen had pursued the speed survey promised by WMDC along High Street and Lee Ogdens response has been forwarded to the Clerk.

 

Resolved: that Councillors Isherwood, Manifield and Cummings are thanked for their report.  That a meeting of Convenors is called to discuss the Christmas Lighting arrangements for 2005.

 

05/03      PUBLIC SESSION

              

               2 Members of the public were present and no matters were raised.

 

05/04      DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA

               There were no declarations of interest.

 

05/05      MINUTES OF THE MEETING HELD 14TH DECEMBER 2004

 

               Revolved: that these are accepted as a true record.

 

05/06      MATTERS ARISING FOR INFORMATION ONLY

a)      Pinford – The tree is to be removed arrangements to be made between WMDC Steve Waterson and the Post Office

b)     Parish Centre – The roof to be replaced during half term

c)     Parish Cemetery – T&D will commence removing trees w/c 24th January 2005

 

 

05/07      TO AGREE THAT THE PRESS AND PUBLIC LEAVE THE MEETING FOLLOWING AGENDA ITEM NUMBER 20

 

               Resolved that the press and public are asked to leave the meeting following agenda item number 20

 

05/08      COMMUNITY FACILITIES – CONVENORS REPORTS

               Parish Centre – Councillor Duffy reported the wall beyond the double gates is down and needs rebuilding.

 

                   Resolved that the Clerk organises the repairs.

 

                   Village Association – A request has been received from C Sidall to use the facilities while work is carried out on the Community Centre.

 

               Resolved to be dealt with by Councillor Bennett

                   Cemetery

               Trees still require cutting down see minute number 05/06

 

05/09      SPECIAL SERVICES

05/10      ROAD TRAFFIC ISSUES

               Nothing to report

 

05/11      CROFTON WAR MEMORIAL

               Councillor Manifield was discussing the issue on behalf of Crofton Parish Council with WMDC and would report his findings to the next meeting.

 

05/12      CLEANSING

               Keep Crofton Tidy posters from the competition are being put up around the village during week commencing 24th January 2005.  There was general dissatisfaction regarding cleanliness around the village.  Large NO PARKING signs have been painted on the school wall facing Jackson’s shop.  Members discussed planned Flood Defence Works in the village.

 

                   Resolved: a) that the clerk contacts the Neighbourhood Action Team to arrange to have the graffiti removed.  b) That Councillor Bennett contacts WMDC regarding the general cleanliness of the village.  c)That Councillor Bennett liaises with Mark Cropley WMDC with regard to permission being granted for access through the graveyard to undertake flood defence works.

 

05/13      PLANNING

               There were no issues

 

05/14      FINANCAL MATTERS

 

               SAFE Scheme quarterly payment                                              £2,500

                  

               Resolved that the above payments are approved.

              

05/15      PRECEPT

 

               Resolved: that a special meeting is arranged to discuss the budgets and precept application.

 

05/16      CORRESPONDENCE

              

               Tabled

 

               Resolved: that the correspondence is noted.

 

05/17      PARISH MATTERS

              

a)      Update on Crofton Community Centre

b)     Local Development Framework (LDF) Consultation Document

 

Resolved: a) that no action is taken at this time. b) that a meeting is held on Tuesday 25th January 2005 at 7pm to formulate a response to the LDF.

 

05/18      DATE AND TIME OF NEXT MEETING

 

               Resolved: that the next meeting of the Parish Council is held on Tuesday 15th February 2005 at 7pm in Crofton High School, High Street, Crofton.
